Workers should resist a new European Treaty

The current leaders of the European Union are leading us to disaster.

For years they have given more power to finance. The result is catastrophe. The environment has been sacrificed. Unemployment has exploded. Workers are squeezed and impoverished. The real economy has been taken hostage by the banks. In the name of the crisis that they have caused, European governments want to deepen their austerity policies. Under pressure from Angela Merkel and Nicolas Sarkozy, they decided to write a new treaty in order to impose economic rigor that will remove from the European people the right to freely set their budgets. None of them thought to seek the opinion of the people on such a fundamental text. It’s a headlong rush into austerity Europe.

  1. Because Europe cannot be built against the people, we demand referendums in our countries on this treaty.

    Sarkozy and Merkel want to generalise across Europe the disastrous Agenda 2010 [labour ‘reforms’] that cruelly worsened the situation of German workers. Their objective is to deepen competition between European workers in a levelling down of rights which have made Europe the most socially advanced region in the world. This strategy deliberately pits European peoples against each other. Sarkozy and Merkel don’t heiste to fan the flames of nationalisation and xenophobia risking the reopening of old wounds. Merkel’s friends speak of forcing the Greeks to sell their islands. Sarkozy deals out poison pills to the new Eurozone entrants. His provocative proposals seek to divert the anger of the people from the real culprits, the banks and finance to which political leaders have handed their power.

  5. How to guarantee peace? Peace cannot be decreed. It is built by the cooperation between the peoples for the benefit of all. It is incompatible with the arrogant domination of two Government leaders over all the others. It requires a policy led in the general European interest.

    It is time to govern to satisfy the needs and aspirations of the great mass of the population and thus the workers of Europe: distributing the wealth, defending and expanding the right to decent pensions, re-launching public services, eradicating precariousness and with an implacable struggle against poverty, inequality and for the environment.

  7. No to EU authoritarianism – Real democracy in Europe

    The European Left continues its fight for the establishment and the protection of democracy, accountability, transparency and citizen’s participation.

    We are firmly opposed to any unilateral restriction of the powers of national parliaments attaining legitimacy through European agreements.

    We therefore advocate the strengthening of the powers of the European Parliament. Moreover, we demand any kind of fundamental change to the legal bases (treaties) of the European Union to be subject to legitimization by referendum everywhere where the laws allow it.

    After the positive results of the Danish and the Spanish Left, it now time for the European Left forces to intensify their work in the movements of resistance.

    In this framework, the EL Council of Chairpersons proposes all EL member and observer parties to intensify their efforts for the strengthening of communication, common action and solidarity among leftists and among the working classes of our countries.

    The European Left will take initiatives to establish dialogue between all political, trade unions and democratic forces in Europe which are looking for solution to exit the crisis.

    The demand for another Europe, social and democratic must become a common slogan chanted in all languages spoken in our continent.

The EL and GUE/NGL ague not for a ‘‘No to Europe but for a Yes to another Europe’’ a social Europe, this is the way to fight back against the neo-liberal/neo-conservative settlement that Francis Wurtz argued for and that EL and GUE/NGL led by Pierre Laurent and Lothar Bisky are arguing for rather than the austerity and social breakdown which Angela Merkel, Nicolas Sarkozy, the ECB and IMF wish to impose on the peoples of the European Union.

  11. All around Europe governments that fail to balance their budgets get punished by the global financial markets and the mathematics of public finances are now controlling everything. The latest growth figures are materially worse than a year ago; national debt will be higher than forecast despite the austerity measures implemented by the conservative and liberal coalition government.

Angela Merkel has said 2012 will ‘‘undoubtedly’’ be harder than 2011, Europe is experiencing its ‘‘harshest test in decades’’ in a broadcast on the Saturday 31/12/2011 by what Marxists would describe as the realization and fiscal crisis. Lucas Papademos signalled harsh austerity measures for Greece and Giorgio Napolitano said the same in order that Italy avoids ‘‘financial collapse’’. Nicolas Sarkozy is basically saying the same thing when he says ‘‘I know that the lives of many of you, already tested by two difficult years, have been put to the test once more. You are ending the year more worried about yourselves and your children’’ adding ‘‘This unprecedented crisis, which is without doubt the worst since the second world war, is not over’’. European nation states are under increasing pressure from the IMF/ECB and the global financial market to make even more draconian cuts in public spending as recession or depression look increasingly likely.

    Merkel and Sarkozy, meet on the 9th of January 2012 to fix an inter-governmental agreement of members of the EU (except Britain) enshrining stricter tax and spending rules and closer economic co-operation. On the 26th of January the governments involved have to obtain parliamentary agreement on the new rules, some including Ireland may be forced to hold referendums on the issue. Merkel and Sarkozy hope that the IMF will reassure financial markets by offering more resources to back future bailouts of indebted EU member state. Merkel said in her television broadcast ‘‘the path to overcoming this won't be without setbacks’’, and the new Spanish government has announced drastic spending cuts on Friday the 30/12/2011. All these measures will squeeze economic growth further increasing the probability of a deepening recession, with Citigroup predicting a contraction of 1.2% in GDP across the 17-member Euro-zone area.

    This is where the British and European Left parties should be concentrating their combined political efforts, arguing the self-defeating error of neo-liberal economics which then require neo-conservative authoritarian government to implement them. Millions of British, French, German, Greek, Italian people etc. will suffer due to the realization and fiscal crisis of global capitalism. This is where the ideological battle of theory and practice should be fought just as the ideological battle of theory and practice was fought by the capitalist economic and political classes in the 1970’s that resolved the crisis of labour power in the interest of the capitalist classes in the 1980’s. The economic and political leaders of the working classes should now be mounting an ideological counter attack on the ideology of neo-liberalism/neo-conservatism and for a new European and global political and economic system. Pierre Laurent and Lothar Bisky will presumably be at the head of this ideological offensive in Europe, will Rob Griffiths be at its head in Britain

The neo-liberal/neo-conservative capitalist project is now in crisis and the diktats of global finance capital threaten not just the economic gains achieved by the working classes under welfare capitalism but also bourgeoisie democracy. The far-right and ultra-left nationalist both see this as an opportunity. Lapavitsas and Kouvelakis see it as inevitable that Eurozone will collapse and that Greece will leave, this may be true but I still don’t feel their zeal. Irvin didn’t put his case for social-democracy very well but highlights the dangers for democracy and real living standards of what is a high risk strategy by left parties like the Greek Communist Party, so whilst Lapavitsas is disparaging of the French Left because it fails to comment on the debt problem and correctly points out weaknesses in the social-democratic parties of France and Germany the straturgy that he and Kouvelakis propose seems very risky considering the political level of the working classes of most European states.

    It seems much more likely to me that the disintegration of the Eurozone and possibly European Union would result in lower living standards and more authoritarian neo-conservative states and deeper austerity programmes imposed by international finance capital, the IMF and World Bank. So the collapse of the Eurozone and EU is more likely to lead to a great depression. It’s probably the case now that for the people of Greece under the current financial regime they have very few options, none of which bode well for either living standards or democracy. Likewise in Germany, France and Britain prospects aren’t good if unemployment rises and government of the centre-left or centre-right continue to accept the discipline of international finance capital. The neo-liberal/neo-conservative right-wing project has effectively closed the social-democratic and socialist option down for individual nation states, which was always the intention.

    How the Marxist and non-Marxist broad left responds will decide the shape of the political-economy, if they get it wrong will the political and economic progress achieved by ordinary workers and the labour movement over the last century become a blip in human social development. Or if they get it correct will this be the start of the transition from capitalism towards socialism with the neo-liberal/neo-conservative project as the final phase of the capitalist phase of human development. There is defiantly something fundamental occurring, I’m not sure that Lapavitsas and Kouvelakis have the correct strategy any more than Irvin has. It may be playing it safe to go with the French Communist and German Left party but following the Greek Communists is a very high risk strategy. It may be that southern Europe has no other option left, but they could just be helping the neo-cons in imposing their new world order.

The Left are merely bystanders and spectators and the neo-liberal/neo-conservative political elite from Merkel to Cameron and the technocratic elite such as Papademos, Monti, Draghi and Van Rompuy control the debate and immediate outcome. In this the response of the KKE, PCF and CPB are unable to change what happens next, but they can prepare the ground for the political and economic response as representatives of the political left. The KKE have to respond to the austerity programmes of the ECB/IMF and they may not have much room for manoeuvre, but I suspect are being played by Angela Merkel and Lucas Papademos just as the NUM were played by Maggie Thatcher AND Ian MacGregor. It’s for this reason I’ve argued for the broad left to play a proactive rather than reactive political and economic strategy. Look at the tactics of Thatcher and Reagan in the 1980’s and try not to let the fightback play out the same way this time around or the outcome will be the same victory for capital and defeat for labour. The British Miners were divided and they didn’t have the support of the whole labour movement. If the British, French, German, Greek Left etc. are divided the neo-liberal/neo-conservative political and technocratic elite will do just what Diane Abbott says they are good at, divide and rule. This is what I tried to get across to comrades in the CPB, but they interpreted it as diversionary and defeatist,my argument is for unity which has always been the principle weapon of organized labour. No one in the CPB has as yet given me an argument against uniting with the EL and GUE/NGL led by Pierre Laurent of the French Communist Party and Lothar Bisky of the German Left Party.

    Lothar Bisky leader of the GUE/NGL group of MEP’s says ‘‘the EU summit did not succeed in bringing about a breakthrough to solve the global financial crisis is beyond doubt…As a first step, the international transaction tax must now be implemented quickly. Next, the most dangerous new financial products must be simply prohibited. The EU must show an example globally and if EU banks evade regulation in other parts of the world, they should face a ‘no-bailout’ threat in times of crisis. Ultimately, their work must be carried out under state supervision or they should be nationalised’’ Bisky described the consequences of the ongoing international crisis since 2008 for the vast majority of citizens as ‘‘intolerable’’ ‘‘The policy of the past 15 years has led us into the crisis and therefore must be stopped and reversed’’.

    I don’t adhere to the analysis entirely but would concur that the austerity programme won’t pull Europe out of crisis, and the same applies to Tory/Liberal coalition policies in Britain. They are a means of cutting living standards and social welfare along with democratic accountability, but as a new treaty has yet to be ratified there is an opportunity for the broad left to mount opposition to the neo-liberal agenda of Angela Merkel, Nicolas Sarkozy, Herman Van Rompuy, Mario Draghi, and in Britain David Cameron and George Osborne’s neo-liberal/neo-conservative agenda. What is needed is for the broad left to analyse the historical and material reality and unite against the IMF/ECB and the respective national governments of the EU.

    This is where Rob Griffiths and Hannah Sell’s need to get round the table with Pierre Laurent and Lothar Bisky, and until they do that we are at one hell of a disadvantage !!!

  18. David Cameron tells the leaders of the Eurozone to follow Britain’s ‘‘bold and decisive’’ action in dealing with its crisis at the annual World Economic Forum in Davos. We are seeing an international assault on the concept of social welfare as a function of a bourgeois capitalist state, this is a battle line which the left cannot afford to lose if the historic gains made by communists, socialists and social-democrats in the 20th century aren’t to be consigned to the dustbin of history. Working classes of Britain, Europe and Scandinavia unite!!!

Any strategy for a left alternative therefore depends upon the broad left wining power at the national level and that battle starts in France and Germany but it also needs the European and Scandinavian Left to win the political and economic argument/power and why Pierre Laurent as leader of the EL and Lothar Bisky as leader of the GUE/NGL group of MEP’s in Strasburg are just as critical to its success as François Hollande and Jean-Luc Mélenchon, if not more so because as a Guardian article says socialism in one country isn’t possible and as Hollande says the real battle is with international finance capital.

This is the basic error of the British Marxist-Leninist Left parties but I believe Pierre Laurent, Lothar Bisky, the Parti Communiste Français, Die Linke and the European and Scandinavian Left group see this. It’s vital that the broad left see that this is an international struggle between capital and labour and if they choose to fight it purely at the national level they will fail.

    Which is why I’ve compared the fightback in Greece to the Miners’ strike in Britain in the 1980’s, its my view that the Greek Communist Party’s strategy of socialism in one country will fail and the peoples of Greece will lose the social achievements of past decades and the diktats of the IMF, ECB and global finance capital will win in their case.

  23. I can understand the Front de Gauche and French Communist Party saying they will not support a Hollande social-democratic government as involvement in the Mitterrand government in the early 1980’s was damaging for the PCF electorally.

    In the long run as a Marxist I agree with Melenchon that this crisis is part of the general and deepening crisis of capitalism. I would also agree that a Hollande government will ultimately capitulate to the pressures of global finance capital. This will partially be because they have little choice and also out of ideological weakness.

    The task of the Left Front led by Melenchon and the European and Scandinavian Left group led jointly by Pierre Laurent and Lothar Bisky is to form alliances that make it as difficult as possible for the IMF/ECB and the neo-liberal/neo-conservative political elite to put the material cost of the crisis on to the peoples of France and European Union.

They are correct to distance themselves from François Hollande’s social-democratic Parti Socialiste, but if he forms a government they should support what resistance it shows to the diktats of the ‘‘Merkozy agreement’’ if it gets accepted. At the same time the Left Front, EL and GUE/NGL need to mount an ideological propaganda campaign against neo-liberalism/neo-conservatism making the connection with Merkel and Sarkozy to Thatcher and Reagan and thirty years of an ideological attack on the working class as they dismantle welfare capitalism.

    By defending the gains of communist, socialist and social-democratic parties and the labour movement in the 20th century they can discredit the forces of conservatism and liberalism which together would take away all the material gains of ordinary people achieved in the last century. This is where I disagree with those who would argue we have to have a fully-costed proposals programme, the ideological battle starts with who pays for the crisis. It should be those have the most wealth because they are the ones who have benefited most from the capitalist system.

  25. All governments whether left or right come to power with an ideological agenda and specific policies are altered or made up as actual events evolve. This would have been true of the Attlee government here in 1945 as much as it would be true for Hollande. The broad left can help to shape that government’s direction and the direction of the EU if they get the correct balance between ideological theory and what actual action they take in practice.

    The correct combination of theory and practice has to be decided as and when events unfold. Leaders like Lenin and Tito were flexible and adapted theory and practice to suit the material conditions and events. Those bureaucratic Marxists who stick to the fixed dogma of Stalinism failed to adapt theory and practice and as a consequence the Soviet Union failed to achieve what the original revolutionaries intended.

What is needed is for Pierre Laurent, Lothar Bisky and Jean-Luc Mélenchon to put Marxist theory into practice with the skill that Lenin and Tito had and change strategy as and when the material conditions and events dictate rather than having a plan which has to be adhered to regardless of the concrete material reality around them as the bureaucratic Stalinist's of the Soviet Union.

Mélenchon spoke about Europe and the Golden Rule and that when the treaty is sealed French people cannot ‘‘get out of it’’ so it is about the fightback and the European Left and stopping Merkel and Sarkozy. He calls for a rally of the European Left against neo-liberal Europe on the 30th and 31st of March 2012.

Melenchon spent time discussing examples to show that the introduction of localised agreements and the loss of statutory rights of workers which is being presented as fragmentation in the name of freedom, in the name of ‘‘Liberty’’ but it is the power of the Law, of citizens right to make the law, the collective framework of statutory rights which is your Freedom, your power.... not individual liberty, explain what is coming with the new ‘‘social contract’’ and changes in the way the unions are going to have to deal with employers.

Pierre Laurent put his emphasis on the treaty in Europe and building an alliance of the European Left to defeat the treaty, pointing out the responsibility of French citizens to take action in Europe to protect people’s interests, at home and in other European countries. Laurent calls for people to mobilise against the ‘‘Golden Rule’’ and the new treaty and to rally on the 30 and 31st of March in Brussels to protest and to fight.

  31. Melenchon read a page from Victor Hugo about the stand-off between the egoist and ‘‘miserables’’, it is the 150th anniversary of Victor Hugo as it is the 200th anniversary of Charles Dickens. What strikes you most though is the passion with which all three of the speakers have. This is what’s missing in Britain; the leadership here have lost that ability to build the emotion that translates into concrete action and fightback.

We have an opportunity with the NHS reform bill to form a real coalition of resistance which can then be built upon to fight welfare reforms as part of a British and European movement against the neo-liberal/neo-conservative forces of the ruling classes and international finance capital. Ed Milliband has given the broad left a cause, let’s see Rob Griffiths and John McDonnell leading the broad left, but most importantly let’s see Griffiths unite the Marxist Left parties of Britain with the European and Scandinavian Left parties. The fightback starts; let’s see the Communist Party of Britain’s flags flying in Brussels on the 31st of March 2012, this is where the responsibility of the Marxist Left in Britain belongs as internationalist not nationalists.

Watching Jean-Luc Mélenchon, Danielle Obono and Pierre Laurent speak; all three were great orators communicating emotion as well as ideas to their audience of workers and potential supporters able to motivate as well as inform which demonstrated the kind of leadership that is needed if the Left are to have any real impact.

    It’s important for the Left at the European and at a the national level that Front de Gauche do well and that Die Linke do well in Germany next year to the left of the social-democratic parties, which have mostly abandoned social-democracy and accepted the neo-liberal/neo-conservative consensus.

    In Britain we face an even greater struggle because of our electoral system. That’s why we still need the labour movement to exert as much influence on the Labour Party as possible, having said that if there is to be a radical challenge to the Anglo-American consensus for privatization and dismantling welfare capitalism in Britain there needs to be a viable left alternative.

About 10,000 people attended at the Montpellier meeting with 7500 watching on Internet, Pierre Laurent wasn’t there but the PCF was represented by Martine Gueraud who spoke of if ‘‘Merkel achieves the victory of her German Model which pushed 12 million German people into poverty’’. They called on the peoples of France to show leadership in the fightback with a view to blocking the treaty at Versailles.

    This is where the real battle for socialism is being revived at the heart of European democracy and the British Marxist-Leninist Left parties need to get on board if they are to have any real influence and relevance to the struggle for socialism in the 21st century.

  36. United Left Alliance Supports Petition Calling For Referendum

    In a statement the United Left Alliance (ULA) has said that it fully supports the petition launched by Thomas Pringle TD and the Dail Technical group seeking a referendum on the proposed new inter-governmental fiscal treaty agreed on Monday by 25 EU leaders.

    The United Left Alliance called on other TD’s and Senators to sign the petition to the President Michael D Higgins, calling for a referendum – saying Oireachtas members should support the call for a referendum if they had any commitment to protecting democracy in Ireland and across Europe.

    The ULA said the treaty was an attempt to lock Ireland and Europe into a strait-jacket of failed austerity and neo-liberal economic policies that would inflict even more suffering on working people and ordinary citizens, and would strangle any hope of real economic recovery.

    The ULA said the call for a referendum had to be matched by a sustained campaign of grass-roots resistance by workers and ordinary citizens against the disastrous policies of austerity, privatisation and bank bail-outs.

    A spokesperson for the ULA said:

    Enda Kenny and other EU leaders are showing complete contempt for the wishes and needs of ordinary citizens by trying to impose a permanent regime of austerity and cut-backs and then denying them even the right to vote on such a plan.

    This treaty locks Ireland and the rest of Europe permanently into a failed regime of austerity which is causing immense suffering for ordinary people and which is propelling us towards a 1930’s style economic depression.

    It is absolutely clear after three years of austerity that the policies being pursued by the EU and ECB are not making the situation better but making it far worse. The disastrous consequences of austerity are plain to see in Ireland but they are now becoming increasingly evident right across Europe, where growth is collapsing and unemployment is rising rapidly.

    We would be mad to continue down this road, but to force us into such a disastrous economic strait-jacket without even consulting the people is simply outrageous.

    Before the election the Enda Kenny and Eamon Gilmore promised a ‘new politics.’

    It now turns out that new politics did not mean more democracy and accountability but actually an intention to collaborate with EU leaders in dismantling democracy in Europe.

    They also promised to “get Ireland working again” and instead they are planning to ram a treaty down our throats that will mean almost certainly permanent mass unemployment, emigration and poverty for vast swathes of our society.

    We need to urgently mobilise in this country and right across Europe against the anti-democratic austerity madness.

    If other TD’s and Senators have even the vaguest commitment to protecting democracy and the welfare of ordinary citizens, the very least they will do is sign this petition calling for a referendum on this treaty.

    "I'm really worried. I think there is a risk that we will go bankrupt and I've thought a lot about being prepared," said Dimitra Partheniou, 61, in Athens. "I've gone through all the scenarios: of there being no food, of people being attacked as they go to the supermarket, of banks being looted. And I've decided that if that happens we're moving to Poros [an island] because there, at least, we've got enough land to cultivate tomatoes and corn."

    "It will never happen. It would be terrible. Europe would never let it happen. There would be civil war," said Constantinos Trikaliotis, a chauffeur in his 50s.
